Claude Code vs Codex: which is right for your business?

Both are agentic coding tools that read a repository, edit files, run commands and open pull requests from the terminal, IDE, desktop or browser. Code and prompts sent to either tool may leave Australia, so assess personal information in repositories under the Privacy Act 1988 and APP 8. Claude Code can run through Amazon Bedrock or Google Cloud, where Australian regions may be available for supported models; confirm the region before relying on it. OpenAI offers data residency in selected regions for eligible enterprise and API customers, so check whether it covers the Codex features you plan to use. Agents can run shell commands, so restrict permissions and keep secrets out of reach. Both bill in US dollars directly; cloud marketplaces may allow local billing.

Our verdict

There is no clear winner on capability; both are strong agentic coding tools and leapfrog each other often. Claude Code suits teams that want to codify their workflows and route usage through an existing cloud provider. OpenAI Codex suits organisations already standardised on ChatGPT that want coding included in the same plan, plus an open-source CLI. Decide on procurement, data handling and admin controls first, then run both on the same set of real tickets for a fortnight.

Frequently asked questions

Do I need a separate subscription for Claude Code or Codex?

Usually not. Claude Code is included in paid Claude plans and Codex in paid ChatGPT plans, each with usage limits. Heavy users can move to higher tiers or pay per token through the respective API instead, which suits automation and CI use.

Can either tool run without sending code overseas?

Not by default. Claude Code can run through Amazon Bedrock or Google Cloud, where you choose the region, which may allow Australian processing for supported models. OpenAI offers regional data residency to eligible enterprise customers. Confirm current availability with each provider.

Are these agents safe to run on production systems?

Treat them as you would a new contractor. Both can run shell commands, so use sandboxing and permission settings, keep production credentials out of the environment, and require human review of every pull request before merging.
