AI coding tools for Australian development teams

AI coding tools help developers write, explain, test and refactor software. The category spans inline autocomplete inside an editor, chat panels that answer questions about a codebase, AI-first editors such as Cursor and Devin Desktop (formerly Windsurf), and terminal or cloud agents that take a task, change many files and open a pull request for review.

The biggest shift since 2025 has been from suggestions to delegation. Command-line agents such as Claude Code and OpenAI Codex, GitHub's coding agent and background agents in Cursor can now run tests and iterate on their own. Consolidation also reshaped the market: Cognition, maker of Devin, acquired Windsurf in July 2025, and most tools now let you choose between models from several providers.

Australian users range from fintech and SaaS engineering teams to agencies, government digital units and solo developers maintaining client sites. For many teams the question has moved from whether to allow AI coding help to how to govern it: which repositories it may read, who reviews its pull requests and how secrets stay out of prompts.

AI Coding Tools compared

  • Coding Assistant

Anthropic's agentic coding tool that works directly in a codebase. It reads files, plans changes, edits across many files, runs tests and terminal commands, and works with Git. Developers use it in the terminal, VS Code and JetBrains IDEs, the Claude desktop app, or the browser, where tasks run in Anthropic-managed cloud environments.

Best for: Developers comfortable in the terminal working on large codebases

    Coding IDE

An AI code editor built on VS Code. It indexes your codebase so it can suggest completions, make edits across many files, and run agent-style tasks from plain-language instructions, with cloud agents you can also start from the web, a phone or the command line.

Best for: Professional developers who already work in VS Code

    Cursor review →
  • GitHub Copilot

    Free plan + paid

    Coding Assistant

GitHub's AI coding assistant. It suggests code as you type, answers questions in a chat panel, makes multi-file edits, reviews pull requests, and can take on issues as a coding agent that opens pull requests for review.

Best for: Development teams whose code and workflows already live on GitHub

    GitHub Copilot review →
  • Codex (OpenAI)

    Free plan + paid

    Coding Assistant

OpenAI's coding agent for writing, reviewing and fixing code. It runs locally through the Codex CLI, IDE extension and desktop app, and in the cloud, where it works on tasks in parallel sandboxes and proposes pull requests. Access comes with ChatGPT plans or through an OpenAI API key.

Best for: Teams already paying for ChatGPT Business or Enterprise

    Codex review →
  • Coding IDE

Cognition's AI code editor, sold as Windsurf until June 2026 and now called Devin Desktop. It pairs a full VS Code-style IDE with an agent command centre for dispatching and reviewing local and cloud agents, Tab-style completions, and Devin Local, the in-editor agent that replaced Cascade. Settings and plans carried over unchanged.

Best for: Developers who want an AI-first editor with a free starting plan

    Devin Desktop review →
  • JetBrains AI

    Free plan + paid

    Coding Assistant

The AI layer across JetBrains IDEs such as IntelliJ IDEA, PyCharm and WebStorm. It covers AI Assistant for chat, completion and code generation, Junie, JetBrains' own coding agent, and support for third-party agents. Developers can choose cloud models from several providers, JetBrains' Mellum completion model, their own API keys or local models.

Best for: Teams already standardised on IntelliJ IDEA, PyCharm or Rider

    JetBrains AI review →
  • Coding

A developer platform for AI coding. It offers coding agents that can be sent to a repository to make changes and open pull requests, a command-line tool, and a router that gives one API endpoint for many open-weight and commercial models, plus reserved inference for enterprises.

Best for: Engineering teams wanting one gateway across several model providers

    Blackbox AI review →
  • Devin (Cognition)

    Free plan + paid

    Coding Assistant

Cognition's autonomous software engineering agent. Devin takes a task from Slack, Teams, Jira or Linear, works in its own cloud virtual machine with a shell, editor and browser, runs tests, and opens a pull request for review. It also offers DeepWiki codebase documentation, Devin Review for pull requests and security scanning.

Best for: Engineering teams with large backlogs of well-defined tickets

    Devin review →
  • Replit

    Free plan + paid

    Cloud Coding

A browser-based development platform with an AI agent that builds and deploys apps from plain-language requests. It includes a code editor, built-in database, authentication and hosting, so projects go from idea to live URL in one place.

Best for: Business users building internal tools without a local development setup

How to choose

Code privacy and training settings

Confirm in the contract that your code and prompts are not used for model training, how long they are retained and whether retention can be set to zero. Business and enterprise tiers usually offer these terms; individual plans often do not, so keep client code off personal accounts.

Agent or autocomplete

Autocomplete suits teams that want small, low-risk help while typing. Agents that edit many files and run commands suit well-tested codebases with good continuous integration, because tests are what catch their mistakes. Many teams use both, with agents limited to branches and pull requests.

Editor and platform fit

GitHub Copilot and JetBrains AI fit existing editors with little change. Cursor and Devin Desktop replace the editor itself, which some developers love and others resist. Terminal agents work with any editor. Check support for your languages, monorepo size and source control host, not only the demo.

Admin and security controls

Look for single sign-on, seat management, audit logs, the ability to exclude sensitive files and directories, and policy settings for which models and agent permissions are allowed. Ask how the tool handles secrets in environment files and whether it can be blocked from running destructive shell commands.

Self-hosting and on-premise options

Teams with strict client or government requirements should look at tools that can run inside their own cloud account or offline, such as self-hosted coding assistants or local models served through Ollama or LM Studio. Expect lower capability than the leading hosted models in exchange for control.

What Australian businesses should check

Source code is not usually personal information, but test data, logs and database dumps often are, so the Privacy Act 1988 applies when they reach an AI tool. GitHub Enterprise Cloud can host repositories in an Australian region, yet Copilot's own data residency covers only the US and EU, and most coding agents process prompts in the US. Government suppliers should check the Protective Security Policy Framework and agency rules before using hosted assistants on official code. Contracts with clients may restrict sending their code offshore at all. Seats are billed in US dollars, and local support is limited to business hours in US or European time zones for most vendors.

Frequently asked questions

Is GitHub Copilot or Cursor better for an Australian dev team?

Copilot is the simpler choice for teams already on GitHub who want help inside their current editor with central billing and policy controls. Cursor suits teams willing to switch editors for deeper multi-file editing and agent features. Run both on the same backlog tickets for two weeks and compare review effort, not just speed.

Can AI coding tools keep our code in Australia?

Rarely end to end. Repositories can be hosted in Australia on some platforms, but prompts and code snippets are usually processed by models in the US. If code must stay onshore, look at self-hosted options or open models run in an Australian cloud region, and accept that capability may be lower.

Do AI coding agents replace junior developers?

No. They handle well-defined tasks such as tests, small features and refactors, but their output still needs review by someone who understands the system. Teams that skip review accumulate subtle bugs and security problems. Many Australian teams use agents to speed up seniors and teach juniors through reviewing agent pull requests.

Who owns code written by an AI assistant in Australia?

Australian copyright requires a human author, so purely machine-generated code may have weak protection, while code a developer meaningfully shapes is generally treated as theirs or their employer's. Check the vendor's terms on output ownership and any indemnity for third-party copyright claims, which business plans are more likely to include.

How do we stop secrets leaking into AI coding tools?

Exclude environment files and credential folders using the tool's ignore settings, run secret scanning on every commit, give agents least-privilege tokens that expire, and never paste production credentials into chat. Review the tool's logs and retention settings so you know where any accidental disclosure would end up.
